National Policy and Related Documents

  • Namibia: National Sanitation Strategy, 2010/11 – 2014/15
"This strategic plan for the period 2010/11 to 2014/15 (from 1 April 2010) is a framework that outlines the approaches and activities that the Sanitation Sector intends to take in order to achieve sustainable success in the medium term. This Plan provides an integrated picture of where the Sanitation Sector is going over the next five years and to serve as a communication vehicle for conveying its direction… The Sanitation Sector Vision is: 'A healthy environment and improved quality of life for 66% of the (Namibian) population having adequate sanitation services with a high level of hygiene by 2015.'" [Ministry of Agriculture, Water and Forestry, April 2009]
  • Water Supply and Sanitation Policy
"This Water Supply and Sanitation Policy (WSASP) of 2008 replaces the policy of 1993. Its principles are in line with Integrated Water Resources Management (IWRM) including a strong focus on Water Demand Management (WDM). The scope of services expected to be rendered within the sector is defined and responsibilities are allocated to the various actors and beneficiaries involved. Nevertheless, the acceptance of the WSASP by all stakeholders represents only a foundation from which to work. The productivity and growth of the WSS sector will, to a large extent, depend on political will at all levels, the provision of adequate funding, the continuous development of adequate human resources, community participation and the dedicated implementation of the identified strategies by all role players to achieve the objectives of the policy." [Ministry of Agriculture, Water and Forestry, July 2008]

Reports, Guidelines, and Projects

  • Equity in health care in Namibia: developing a needs-based resource allocation formula using principal components analysis
This article by Eyob Zere, Custodia Mandlhate, Thomas Mbeeli, Kalumbi Shangula, Kauto Mutirua and William Kapenambili in the International Journal for Equity in Health (2007), compared the current allocations of public sector health care resources with estimates using a needs-based formula, which showed that regions with higher levels of need currently receive fewer resources than do regions with lower need.
  • United Nations General Assembly Special Session (UNGASS) Country Report – Namibia
"Despite strides in improving the lives and well-being of Namibia’s citizens, many of these gains have already been undermined by HIV infection and AIDS related illnesses and death, and this is likely to worsen over the next decade. In recent years, deaths have accelerated in the most productive age group, 15-49, while child mortality rates have stopped decreasing (the preliminary DHS results show an increase from 18 to 24 deaths per 1,000 children over the past five years... The estimated number of people living with HIV in 2007 was 200,000, 14,000 of which were children."
